Alexandria Businesses Penalized for Repeated Tobacco Sales to Minors

In Alexandria, Minnesota, three businesses have faced penalties for selling tobacco products to minors, highlighting ongoing challenges in enforcing age restrictions.

Initial Compliance Failures

On July 30, 2024, King Tobacco at 307 N. Nokomis St., Casey’s General Store at 700 Voyager Drive, and Ebacco at 410 30th Ave. E failed compliance checks for underage tobacco and e-cigarette sales. Each establishment received administrative fines, with King Tobacco and Ebacco facing three-month license suspensions.

Repeat Offense by Casey’s General Store

A follow-up compliance check on November 5, 2024, revealed that Casey’s General Store again sold tobacco products to a minor. This marked the store’s third violation within 36 months and second within 24 months. Consequently, at the November 25, 2024, meeting, the Alexandria City Council imposed a $50 fine on the clerk, a $1,000 fine on the store, and suspended Casey’s tobacco license for seven days.

Legal Framework and Enforcement

Under Minnesota law, local licensing authorities are mandated to conduct unannounced compliance checks at least once annually at each location selling tobacco products to ensure adherence to age restrictions. These checks involve individuals aged 17 to 20 attempting to purchase tobacco under supervision. The law also outlines penalties for violations, including fines and license suspensions, to deter sales to minors.
