Odisha Collects Rs 1012.56 Cr Tax from Tobacco Products in 2023-24

In the financial year 2023-24, the Odisha state government collected a substantial Rs 1012.56 crore in taxes from the sale of tobacco products, including gutkha and pan masala. This impressive revenue was generated under the Goods and Services Tax (GST) framework, which includes Central GST (CGST), State GST (SGST), Integrated GST (IGST), and Cess. The data was presented by Chief Minister Mohan Charan Majhi in response to a query in the state Assembly, highlighting the significant contribution of tobacco taxes to the state’s finances.

The Rs 1012.56 crore collected from tobacco products represents a significant portion of Odisha’s tax revenue. The GST rate on tobacco products like gutkha and pan masala is set at 28%, with 14% allocated to SGST and 14% to CGST. This high tax rate reflects the government’s efforts to curb tobacco consumption while generating substantial revenue. The inclusion of IGST and Cess further boosts the total tax collected from these products.

Chief Minister Majhi emphasized the importance of these taxes in supporting various state-funded programs and initiatives. The revenue from tobacco taxes is used to fund public health campaigns, infrastructure projects, and other essential services. This financial contribution is crucial for the state’s development and the well-being of its residents.

The state government has also implemented measures to ensure compliance with GST regulations. Regular audits and inspections are conducted to prevent tax evasion and ensure that all due taxes are collected. These efforts have contributed to the significant revenue generated from tobacco products in the past financial year.

Impact on Public Health and Economy

While the revenue from tobacco taxes is substantial, it also raises important public health considerations. The high tax rate on tobacco products is intended to discourage consumption and reduce the health risks associated with tobacco use. Studies have shown that higher taxes on tobacco products can lead to a decrease in consumption, particularly among price-sensitive groups such as youth and low-income individuals.

The state government has been actively using the revenue from tobacco taxes to fund public health initiatives aimed at reducing tobacco use. These initiatives include awareness campaigns, smoking cessation programs, and support for healthcare services. By investing in public health, the government aims to mitigate the negative impact of tobacco on the population and improve overall health outcomes.

However, the economic impact of high tobacco taxes on the industry and consumers cannot be overlooked. The increased cost of tobacco products may lead to a decline in sales, affecting retailers and manufacturers. Additionally, consumers who are unable to afford the higher prices may turn to illicit sources, leading to a rise in the black market for tobacco products. The government must balance the need for revenue with the potential economic consequences of high tobacco taxes.

Future Prospects and Government Initiatives

Looking ahead, the Odisha government plans to continue leveraging tobacco taxes to support its development goals. The revenue generated from these taxes will be used to fund a range of initiatives, from infrastructure development to public health programs. The government is also exploring ways to further enhance tax compliance and increase revenue collection.

One of the key initiatives is the implementation of stricter regulations on the sale and distribution of tobacco products. This includes measures to prevent tax evasion, such as improved tracking and monitoring systems. The government is also considering additional taxes on other harmful products, such as alcohol and sugary beverages, to further boost revenue and promote public health.

Chief Minister Majhi has reiterated the government’s commitment to reducing tobacco consumption and improving public health. He emphasized that the revenue from tobacco taxes is a vital resource for the state and will be used to benefit all residents. The government’s proactive approach to tax collection and public health initiatives is expected to yield positive results in the coming years.
