Smoker Friendly Takes Its 30th Conference to Wyoming

Smoker Friendly held its 30th dealer conference in Cheyenne on July 30-31, 2026, then ran the Rocky Mountain Cigar Festival on August 1, the first time either gathering left Colorado. The Boulder chain still runs the stores from Colorado. The party no longer can.

Organizers had said in March that Wyoming’s tobacco rules were the reason. By August the weekend was over, the thank-you posts were up, and next year’s date was already on the Cheyenne calendar.

Smoker Friendly Took Its 30th Conference to Wyoming

The Cigarette Store LLC, doing business as Smoker Friendly, moved the Smoker Friendly Conference and Tobacco Festival and the Rocky Mountain Cigar Festival to the Little America Hotel & Resort after decades on the Front Range. The Premium Cigar Association recorded the shift as both of the company’s flagship events out of Colorado for the first time, timed to the conference’s 30th year and the festival’s 17th.

CEO Terry Gallagher Jr. put the welcome in plain terms when the move was announced on March 27, 2026.

The company account opened the dealer weekend with a retailer dinner and a caption that did not mention Broomfield at all.

Keelan Gallagher, vice president of operations, sat for a regulatory fireside chat with Joshua Habursky, chief executive of the Premium Cigar Association, and David Spross, executive director of the National Association of Tobacco Outlets. Pipe-tobacco and cigar trade groups posted from the grounds after the consumer day. Wyoming Gov. Mark Gordon sent a welcome letter thanking guests for bringing the festival to Cheyenne, a courtesy that had not been the story when the same weekend lived in Broomfield.

Flavor Bans and a 56% Tax Closed Colorado

Colorado did not lose the weekend on a whim about hotel ballrooms. Denver’s flavored-tobacco ban, which covers menthol and most flavored vapes and cigars, went into full enforcement on January 1, 2026, after voters kept it under Referendum 310 by nearly 72 percent. City documents used to defend the ordinance put flavored-tobacco costs in Colorado at $2.2 billion a year in health care, $4.4 billion in lost productivity, and $415 million in Medicaid, a household tax burden they pegged at $772.

The city fight was only the loudest. On August 28, 2025, Eagle became the 14th Colorado municipality to bar flavored tobacco, following a map that already included the company’s hometown.

COLORADO TOWNS THAT BAR FLAVORED TOBACCO

• Denver: Ban kept at the ballot and enforced January 1, 2026, including menthol, with a hookah-retailer carve-out.
• Boulder: The chain’s headquarters city is already on the flavored-product list.
• Mountain towns: Aspen, Breckenridge, Dillon, Frisco, Keystone, Silverthorne, Snowmass Village, and Glenwood Springs.
• Front Range and west: Carbondale, Edgewater, Golden, and Eagle, the 14th.

Tax did the rest. Colorado’s January 2026 tobacco-products guide taxes cigars, moist snuff, and most other non-cigarette tobacco at 56 percent of the manufacturer’s list price from July 1, 2024, through June 30, 2027, then 62 percent. The rate had been 50 percent through June 30, 2024. A product with a federal modified-risk order pays less, which is a narrow door.

A mixed cigar-and-spirits street fair is a licensing problem in that climate, not a catering problem. Liquor booths that once sat beside cigar tents are easier to run in Wyoming. Sampling rules, outdoor smoke, and local health staff all travel with the permit. The political argument on X treated the move as a lecture about adulthood and a purchase age of 21. The operating argument is shorter. The old format stopped fitting the Front Range rulebook, so the format moved.

Two Gatherings, One Cheyenne Weekend

The conference is a closed dealer show. The festival is a paid public day. They have shared a weekend for years, and they still do, only 90 minutes north of the old Omni Interlocken grounds.

THE CHEYENNE WEEKEND, SIDE BY SIDE

Festival pages promise over 2,500 consumers of premium cigars, a bag with more than 30 samples, a cutter, a lighter, a shirt, drink tickets, and a meal, with VIP doors at 11 a.m. and general admission from noon to 6 p.m. VIP tickets were capped at 425. Cheyenne officials said the influx would fill nine hotels and lean on the city trolley. Rodeo-style booths sat beside blend tables, a western pitch the Omni weekend never needed.

The dealer days are the quieter half and the half that pays the chain. Seminars, a trade floor, and the authorized-dealer catalog are how Smoker Friendly International keeps independent tobacco shops inside a private-label system instead of a Big Tobacco contract. That is the meeting FDA lawyers used to address when the show was still in Broomfield, and it is the meeting Habursky and Spross briefed in Cheyenne.

344 Stores, Five Banners, One Family

The company that hosted the weekend is still a Boulder business. A May 2026 convenience-industry hall of fame citation put The Cigarette Store at 344 Smoker Friendly, Tobacco Depot, Smoke N Go, and Gasamat stores and cigar lounges in 13 states, with Gallagher as CEO and chairman. Company materials also list Havana Manor. Gallagher has said more than 40 of those locations have cigar lounges. A 2024 ranking of U.S. convenience chains by company-owned stores placed the group at No. 24.

The Cigarette Store Corp. incorporated in 1991. Smoker Friendly International dates to 1993. Gasamat Oil’s shops merged in in 2003. Gallagher started in the family fuel business in 1984 and now also chairs the Cigar Association of America. His brother Dan Gallagher, long the COO, became president on April 17, 2024, while Terry stayed CEO and chairman. The hall of fame dinner honoring Terry is set for November 12, 2026, in Denver, back in the state the festival left.

Private-Label Cigarettes Still Feed the Dealer Network

The Cheyenne trade floor exists because the brand on the carton is often the retailer’s own. In January 2025, 22nd Century Group closed a new five-year license and manufacturing pact covering 11 existing SF private-label brands plus eight new styles, including an all-natural SF Black Label line, with room to add a reduced-nicotine product beside 22nd Century’s VLN cigarettes. The Boulder company called itself the largest tobacco-store retailer in the United States and the largest licensee of Smoker Friendly International.

That is the offer the authorized-dealer program sells: a full private-label book, territory, and a buying group, rather than a major-manufacturer contract. Gallagher has described the shops as fuel and convenience stores that put nicotine at the center, not a typical c-store set. Independent owners who want that mix still have to stock what federal and city rules allow, which is why a dealer conference without a rules briefing is just a party.

Hemp wraps and 420-adjacent accessories show up in shop reviews along the Front Range, and the same counters sell the papers cannabis customers already know. The chain does not pitch itself as a dispensary. It does sit on the open-shelf side of the same adult-use traffic, in a state that legalized marijuana years before it piled flavor bans onto nicotine.

The Same FDA Docket Now Covers Vapes, Pouches, and CBD

Earlier Smoker Friendly conferences brought in Azim Chowdhury and Daniel McGee of Keller and Heckman on current and future FDA compliance, with Glynn Loope of the Premium Cigar Association on state fights. Chowdhury’s published practice is the reason that briefing belongs in a cannabis trade paper. He advises companies on vapor, nicotine, tobacco, and cannabis and cannabidiol regulation, and he has been listed for Cannabis Law in Best Lawyers from 2023 through 2027. Opinion letters from that desk cover tobacco, synthetic nicotine, and CBD in the same breath.

The 2026 federal file those retailers have to track is not a cigar-only file.

THE 2026 FEDERAL FILE ON THAT SHELF

• Premium cigars: In April 2026, U.S. District Judge Amit P. Mehta kept an eight-part test that leaves handmade, unflavored, leaf-bound cigars outside the Deeming Rule and keeps flavored and most machine-made cigars in. Chowdhury said the court was right not to drag flavored cigars into the exemption.
• ZYN claims: On June 30, 2026, FDA issued modified-risk orders for 20 ZYN pouch products, allowing a lower-risk claim versus cigarettes.
• Enforcement buckets: At the June Next Generation Nicotine Delivery meeting in Miami, Chowdhury described FDA’s new posture as a green list of authorized products, a yellow list of unauthorized goods that are not a priority, and a red list that is.
• Court pushback: On August 19, 2026, the Fifth Circuit vacated a set of PMTA denial orders and sent those vape files back to the agency.

You have the green bucket, which is the list of limited products that have received marketing granted orders. Then you have the yellow bucket of products that are unauthorized, but under this new guidance document are not going to be prioritized for enforcement. Then you have, of course, the red bucket, which are products that are unauthorized and will be prioritized for enforcement.

A dealer who already walks a yellow-and-red nicotine aisle does not need a separate lecture on why CBD rules feel familiar. The same firm, the same agency, and often the same store grouping now handle both. Cannabis operators watching hemp-THC fights already know the pattern. The first Wyoming edition is closed. The festival account posted its thanks and a new date before the month was out.

Dell Peterson, speaking on a July 2026 podcast about moving the festival to Little America, said Colorado health officials had made the old site unworkable and that Wyoming would collect $100,000 in tobacco taxes in a single festival day, on top of food, liquor, and lodging tax. That is a Cheyenne budget story, not a Boulder one. The company that still lists Boulder as home base now throws its largest party in a state it praised as tobacco-friendly, then sends its CEO back to Denver in November to be honored by convenience retailers.
